Moldova and Italy strengthen collaboration with new technical arrangement on Carabinieri support

Today, August 14, 2024, Minister of Internal Affairs Adrian Efros signed a Technical Arrangement between the Ministry of Internal Affairs of the Republic of Moldova and the Ministry of Defence of the Republic of Italy. This agreement focuses on providing assistance and logistical support to Multinational Specialized Units (MSU).

Representing Italy, Colonel Vincenzo Ingrosso, the Military Attaché in Bucharest signed the arrangement, with the signing ceremony also attended by H.E. Lorenzo Tomassoni, Italian Ambassador to Moldova.

This Arrangement will enhance the operational and logistical capabilities of the Moldovan Carabinieri, particularly in international peacekeeping missions. With Italy’s substantial logistical support, our Carabinieri will be better equipped to participate in international missions and operations, either independently or in collaboration with similar forces abroad. This partnership underscores the importance of maximizing the unique capabilities of dual-status military police forces.

The signing of this Technical Arrangement follows the recent Government Decision no. 226/2024, which approved the deployment of Carabinieri to the international peacekeeping operation in Kosovo (KFOR), and the Government Decision no. 474/2024 on the initiation of negotiations on the draft Technical Arrangement. The new arrangement will provide a legal framework to adopt best practices, facilitate logistical support, and ensure medical care for Moldovan Carabinieri involved in international peacekeeping missions.

“The signing of this Agreement will significantly enhance the operational and logistical capabilities of our Carabinieri in international peacekeeping missions,” said Minister Adrian Efros. “The Arma dei Carabinieri has proven to be a reliable partner, and we are counting on continued support from the Italian authorities to modernize and develop our Carabinieri in the fields of security and defence.”

Minister Efros also expressed gratitude to the Italian partners for their ongoing support in recent years, especially in the reform of the General Inspectorate of Carabinieri. This support includes opportunities for training at the CoESPU Centre of Excellence in Italy, and assistance through donations and professional development programs.

It is worth noting that several technical arrangements have been previously signed with the Italian Carabinieri, including a Contribution Agreement between the Italian Carabinieri and the Delegation of the European Union to the Republic of Moldova in the framework of the Eu4Reforms program. These agreements aim to support the Moldovan Carabinieri and their participation in international missions in accordance with EU standards and practices.
