Cooperation and joint actions to prevent drug use and combat illicit drug trafficking

Current drug trends, the impact of new psychoactive substances, institutional coordination mechanisms, and prevention and deterrence measures, in the context of Moldova’s European integration process, were at the center of the discussions between Minister of Internal Affairs Daniella Misail-Nichitin and the delegation of the Eastern and Central European and Central Asian Commission on Drug Policy (ECECACD).

The meeting focused on exchanging experience and supporting the development of national policies aligned with European Union standards. It was also attended by Secretary of State Alexandru Bejan and the Head of the General Police Inspectorate, Viorel Cernăuțeanu.

This was followed by a meeting of the National Anti-Drug Commission, chaired by Minister of Internal Affairs, with the participation of the managers of the relevant institutions and Members of the Moldovan Parliament, Liliana Grosu and Ana Oglinda.

Participants reviewed recent developments, including the expansion of drug distribution via online platforms, the use of cryptocurrencies, the emergence of new psychoactive substances, and the growing risks for young people. In this context, emphasis was placed on adapting interventions and strengthening inter-institutional coordination.

Additionally, an update was presented on the progress of the National Strategy on Drugs and Addiction for 2026 – 2032. The strategy prioritizes prevention, early intervention, protection of children and young people, treatment services, and the dismantling of trafficking networks, including those operating online.

In parallel, work is underway to establish a national early warning system for new psychoactive substances. This mechanism will support rapid risk identification, facilitate timely information sharing among institutions, and enable swift responses to protect public health.

Prevention efforts in the education sector are being reinforced through the Joint Plan of the Ministry of Internal Affairs and the Ministry of Education and Research for 2026 – 2027, focused on early detection, targeted intervention, and support for young people.

Authorities are also stepping up efforts to combat drug trafficking, including along cross-border routes and in the online environment, while developing solutions to screen unaccompanied parcels and detect suspicious shipments.

Finally, Commission members agreed to expedite the finalization of the strategy and to advance the development of monitoring and early warning mechanisms. Together, these measures aim to reduce risks, enable faster interventions, and provide better protection for citizens.
