Concrete steps towards greater security and protection

Moldova is taking decisive steps to become a safer and more resilient state, better equipped to protect its citizens from security risks, emergencies, and hybrid threats. The progress presented at the meeting of the Steering Committee of the EU4 Moldova Resilience – Secure State, Resilient Communities project, funded by the European Union and implemented by Solidarity Fund PL in Moldova, demonstrates that investments in resilience translate directly into enhanced security, faster response times, and improved public services.

One of the key areas of intervention is internal security and the protection of critical infrastructure, which are essential to the functioning of society. In this context, state institutions have strengthened coordination mechanisms and response capacities, including through exercises based on real-life scenarios. These efforts contribute to the development of a more robust national system capable of anticipating and addressing complex risks.

At the same time, rapid response teams of the Ministry of Internal Affairs have received specialized training in tactical medicine, high-altitude operations, facility protection, and personal security. This training enables more efficient, safer, and better-coordinated interventions in situations where citizens’ lives are at risk.

Infrastructure modernization and the provision of modern equipment have further enhanced emergency response capabilities. These efforts include the procurement of a multifunctional truck for the General Inspectorate for Emergency Situations, as well as the delivery of tactical, medical, and IT equipment for intervention units ensuring faster and safer responses in emergency situations.

In parallel, increased attention is being paid to strengthening the resilience of local communities, where safety truly begins. The construction, reconstruction, and equipping of up to 35 fire stations across Moldova, along with the establishment of 10 volunteer fire stations, equipping them with modern fire engines and the training of over a hundred volunteer and professional firefighters, significantly enhance community response capacity. These measures enable prompt action in the event of fires, natural disasters and other emergencies, saving lives and reducing material damage.

Investing in safety means real protection for citizens and better-prepared institutions,” said Victor Grosu, State Secretary of the Ministry of Internal Affairs.

The results achieved so far confirm that investments in institutional capacity and strong communities deliver tangible benefits for citizens. These actions enhance everyday safety, strengthen public trust in state institutions, and support Moldova’s European path.
