The Ministry of Internal Affairs is advancing the modernization of the national asylum system by initiating a bilateral project with the European Union Agency for Asylum (EUAA), in the context of Moldova’s accession to the European Union.
In this regard, the State Secretary of the Ministry of Internal Affairs, Diana Salcuțan, held a strategic online meeting with Mark Camilleri, acting Head of the Institutional and Horizontal Affairs Center at the EUAA.
Discussions focused on the application of European standards in the field of asylum, including the assessment of the regulatory framework and operational procedures for examining applications for international protection, reception and accommodation conditions, assistance for persons with special needs, and capacity building for national-level staff. The meeting also addressed institutional preparedness for the implementation of the EU Pact on Migration and Asylum, including the development of a realistic timetable aligned with Moldova’s commitments.
Secretary of State Salcuțan highlighted Ministry’s commitments in the areas of migration and asylum, outlining recent measures, such as the approval of the National Program on Migration and Asylum for 2026 – 2030, the reorganization of the General Inspectorate for Migration, the decentralization of asylum services at the territorial level, expanded access to services, and the implementation of mechanisms related to the material reception conditions for asylum seekers, in line with European Union directives. These measures aim to safeguard the rights of persons seeking international protection, while also protecting the interests of citizens.
The parties identified shared priorities, assessed institutional needs, and agreed on preliminary directions for cooperation with a view to ensuring the continuous alignment of Moldova’s asylum system with European Union standards. The proposed activities reflect the national authorities’ commitment to fair, efficient, and transparent asylum procedures, as well as to the responsible management of migration flows.
The dialogue also covered Chapter 24, Justice, Freedom, and Security“, including the screening process, harmonization of the legal framework, and the adaptation of institutional practices to EU requirements, while ensuring respect for fundamental rights and the maintenance of public order.
Through this initiative, Moldova joins other candidate countries that have launched structured dialogue with the EEAA to benefit from its expertise and support in managing asylum and reception systems in line with the Common European Asylum System. This marks a further step in cooperation with EU agencies and in advancing Moldova’s European integration path.
