Regional cooperation for democratic resilience and fight against organized crime

In the current security environment, marked by the growing complexity and intensity of hybrid threats, the Republic of Moldova continues to strengthen its capacity to prevent and respond effectively to risks that undermine democratic stability and regional security.

Against this backdrop, the regional event “Organized Crime and Electoral Resilience: Challenges and Countermeasures” brought together representatives of law enforcement agencies from Moldova, Ukraine, Lithuania, Poland, and Romania. The event served as a platform for dialogue, experience-sharing, and cooperation.

Speaking at the event, Diana Salcuțan, State Secretary of the Ministry of Internal Affairs, emphasized that in recent years Moldova has been confronting with multiple forms of hybrid pressure, including illicit financing, corruption, disinformation, and attempts to destabilize democratic processes, which are threats that require a coordinated and effective response.

“We need institutions that communicate swiftly, evidence-based investigations, and close cooperation between law enforcement authorities and our international partners. This workshop is particularly valuable because it brings together diverse operational experience in addressing common challenges,” Diana Salcuțan stated.

The discussions reaffirmed the importance of strengthening international cooperation through the rapid exchange of information, coordinated investigations, and joint efforts to counter external threats while safeguarding democratic stability and respecting fundamental rights.

The event also contributes to enhancing the professional competencies of participating officers by expanding their knowledge of effective methods for combating organized and cross-border crime. At the same time, it reinforces professional networks among participating authorities, fostering continuous, timely, and efficient exchanges of expertise and relevant information, which is an essential element in strengthening the regional security level.
