Representatives of public authorities, civil society organizations, and development partners gathered to review the findings of the midterm evaluation of the National Action Program for the implementation of UN Security Council Resolution 1325 on Women, Peace, and Security for 2023 – 2027 (NAP 1325).
The meeting was chaired by Diana Salcuțan, State Secretary of the Ministry of Internal Affairs, who highlighted the importance of the evaluation as a valuable tool for strengthening collective efforts to advance the Women, Peace, and Security (WPS) Agenda in Moldova.
“The midterm evaluation is more than an assessment of the activities implemented to date – it is an opportunity to reflect on the progress achieved, identify remaining challenges, and jointly shape the next steps in the implementation process”, the State Secretary noted.
The findings and recommendations of the evaluation will help strengthen the implementation of the National Action Program through 2027 and will provide a foundation for the development of a new programming cycle that reflects lessons learned and responds to evolving national and regional circumstances.
Participants reaffirmed that advancing the WPS Agenda requires a collective effort involving not only public institutions but also civil society organizations, academia, international partners, and local communities, all of which play a vital role in promoting the principles of the WPS Agenda and fostering inclusive security.
They also underscored the importance of maintaining strong leadership commitment to the WPS Agenda across national institutions, as well as the need to continue mobilizing the resources required to achieve meaningful and sustainable change. They emphasized that genuine transformation requires a comprehensive approach that combines development and adaptation of the regulatory framework with the effective implementation of measures, alongside continuous training and capacity-building efforts.
During the meeting it was further noted that, in the context of the European integration process, the WPS Agenda makes a direct contribution to building institutions that are more effective, inclusive, and responsive to the needs and expectations of citizens.
The Ministry of Internal Affairs coordinates the implementation of the NAP 1325 through the Secretariat 1325, with support from UN Women and financial assistance from Denmark and Sweden. The midterm evaluation of 1325 NAP implementation was carried out with support from DCAF – Geneva Centre for Security Sector Governance.
