Moldova at the Bucharest Security Forum: “The security of the Republic of Moldova is part of European security”

The Republic of Moldova joined its European and Euro-Atlantic partners at the tenth edition of the Black Sea and Balkans Security Forum, held in Bucharest on May 12–13, 2026 – one of the region’s most prominent platforms dedicated to security, resilience, and international cooperation.

This year’s forum brought together senior officials, international experts, and representatives of European institutions, as well as EU and NATO member states, for strategic discussions on European security, Russia’s war against Ukraine, hybrid threats, cybersecurity, and disinformation.

Moldova’s contribution was particularly notable during the panel “Between Peace and War: The Ambiguous Face of Modern Conflict,” where Minister Misail-Nichitin delivered a clear and firm message: “The security of the Republic of Moldova is part of European security.” She emphasized that hybrid threats, information manipulation, cyberattacks, and external interference require modern response mechanisms, strong international partnerships, and resilient institutions.

The Minister highlighted the steps Moldovan institutions are taking to strengthen their capacity to respond to emerging security challenges, including enhanced operational cooperation with European agencies, rapid information exchange, and coordinated action against cross-border crime. In this context, she underscored the work carried out through the EU Security Hub in Chișinău, Moldova’s cooperation with Europol and Frontex, as well as ongoing efforts to dismantle criminal networks involved in drug trafficking, irregular migration, and cybercrime. She also referred to the lessons Moldova has learned in countering attempts at external interference in democratic and electoral processes.

On the sidelines of the forum in Bucharest, the Minister held discussions with Ionel-Sorinel Bălan, Director of Romania’s Special Telecommunications Service, on strengthening the security of emergency communications and enhancing the operation of the 112-emergency service. The discussions focused on the evolution of the 112 systems in both the Republic of Moldova and Romania, the exchange of expertise, and alignment with European standards, including through the use of the “112MD” mobile application launched on March 24, 2026, which enables automatic location sharing and contributes to faster emergency response times.

The two officials also explored joint initiatives under the Interreg VI-A NEXT Romania – Moldova Programme, aimed at strengthening cross-border cooperation and expanding training and public awareness capacities in the field of emergency response.

Daniella Misail-Nichitin also held a bilateral meeting with Deputy Prime Minister and Minister of Internal Affairs of Romania, Marian-Cătălin Predoiu.

Their discussions focused on the security of the common border, the facilitation of cross-border traffic, and the development of coordinated control mechanisms at border crossing points. Particular attention was given to measures already implemented at the Leușeni – Albița and Giurgiulești – Galați crossing points, as well as to solutions for expanding coordinated border controls, reducing waiting times, and facilitating the movement of people and goods.

The agenda also covered police cooperation between the two countries and joint efforts to combat drug trafficking, cybercrime, irregular migration, and money laundering. In this context, the officials highlighted the ongoing Twinning project in the field of migration and asylum, as well as the effective use of common law enforcement cooperation mechanisms, including working groups, joint investigation teams, specialized training, joint patrols, and the EMPACT platform.

During the visit, the Moldovan Minister also met with representatives of Romanian security and defense institutions, including Nicoleta Pauliuc. The discussions focused on regional security developments, democratic resilience, countering hybrid threats, and advancing strategic cooperation between the Republic of Moldova and Romania in an increasingly complex regional security environment.
