Moldova strengthens migration management and support for foreign nationals and displaced persons from Ukraine

Improved services, more effective solutions and continued protection for those in need.

Strengthening migration management, supporting the integration of foreign nationals and ensuring the continuity of temporary protection for displaced persons from Ukraine were the main topics discussed at the regular meeting of the Coordination Committee for Migration and Asylum, chaired by Diana Salcuțan, State Secretary at the Ministry of Internal Affairs.

Discussions focused on practical measures to improve public services and build a more efficient and secure migration system in line with European standards.

Digitalisation – faster services and more effective cooperation

The roll-out of the Migration Information System and its integration with other information systems will facilitate data exchange between public authorities, reduce administrative burden and simplify procedures for people accessing migration-related services.

Legislation aligned with European standards

The implementation of the new provisions governing the entry, residence and monitoring of foreign nationals aims to establish clearer and more predictable procedures for both service users and the responsible authorities. Aligning the national legal framework with European Union legislation will contribute to more effective migration management and stronger institutional capacity.

Temporary protection extended until 1 March 2028

The Committee examined the measures needed to ensure the continuity of temporary protection for displaced persons from Ukraine, in line with the EU Decision 1912/2026. Maintaining this protection framework provides beneficiaries with greater certainty and stability, while ensuring continued access to the protection and support available under the applicable legal framework.

Integration and active participation in society

Strengthening support for the integration of foreign nationals was another key topic. Cooperation between public authorities and development partners is essential to facilitate integration, improve access to language learning opportunities and support the active participation of foreign nationals in the social and economic life of the Republic of Moldova.

At the end of the meeting, State Secretary Salcuțan highlighted the importance of a coordinated approach that translates digitalisation, clear procedures and effective inter-institutional cooperation into tangible improvements for people.

The overarching goal is to develop a migration system that better responds to the needs of both citizens and foreign nationals, reduces the administrative burden, ensures compliance with the law, and strengthens Moldova’s capacity to manage migration effectively and securely, in line with European standards.
