Results, impact, and resilience: Together4Home Affairs Council sets future directions for cooperation in home affairs

The Ministry of Internal Affairs’ agenda for 2026 is firmly centered on public safety, with external assistance serving as a key mechanism for translating institutional priorities into tangible benefits for citizens.

In this context, the Ministry of Internal Affairs (MIA) convened the Together4Home Affairs (T4HA) Sectoral Council at strategic level, bringing together ambassadors and development partners. The meeting aimed to review progress achieved between 2022 and 2025, with particular emphasis on results delivered in 2025, and to define cooperation priorities for the next phase.

In her opening remarks, Minister of Internal Affairs Daniella Misail-Nichitin highlighted the results achieved through cooperation with international partners and underscored the need for action-oriented decisions: “Today’s meeting is practical in nature – to jointly assess the achievements of the past 12 months and, more importantly, to define the next steps. Our joint efforts have delivered remarkable results, demonstrating the effectiveness of strategic partnerships”.

The year 2025 marked a transition for both the Ministry of Internal Affairs and the Republic of Moldova, shifting from emergency response to the consequences of the war in Ukraine towards a phase of stabilization and integration. In this context, the 2023–2025 Development Matrix has entered its final stage of implementation, with an overall completion rate of 90%.

Over the past three years, more than 130 projects have been implemented with the support of external partners, while 51 new projects were launched in 2025 alone. These investments have generated visible impact on institutional performance and on the daily lives of citizens.

With the support of development partners:

• the digitization of public services and the modernization of the police and the General Inspectorate for Emergency Situations have reduced response times and improved citizens’ access to services;

• investments in modern technologies, infrastructure, and border management have strengthened prevention and response capacities, contributing to enhanced community and regional security.

“For 2026, our priority remains clear: the people of Moldova. The impact of the projects is reflected in faster response times, more efficient services, and safer communities,” emphasized the Minister of Internal Affairs.

International partners reconfirmed their commitment to continue supporting these efforts.

Looking ahead, the Ministry of Internal Affairs is already preparing the 2026–2028 Development Matrix, which will build on existing bilateral programs and European instruments. The new framework will focus on institutional resilience, sustainability, and the alignment of services with European standards. In this phase, partners will play a strategic role in maintaining implementation momentum and supporting Moldova’s progress on its path toward European Union accession.

Together4Home Affairs (T4HA) is a strategic sectoral council established by the Ministry of Internal Affairs of the Republic of Moldova. It serves as a coordination platform for external assistance aimed at modernizing the internal affairs system and aligning it with EU standards.

T4HA brings together MIA structures and key international partners.

MIA leadership: Minister of Internal Affairs and representatives of the ministry’s subdivisions.

International partners: the EU (main contributor, over 50%), USA (approx. 15%), Germany, Japan, Sweden, Poland, Canada.

Implementing agencies: IOM (International Organization for Migration), UNHCR (United Nations High Commissioner for Refugees), UNDP (United Nations Development Programme), GS Foundation (Global Security Sector Reform), ICMPD (International Centre for Migration Policy Development).

The Development Matrix (2023-2025) is the platform’s main strategic instrument, ensuring the effective implementation of external assistance by aligning the ministry’s institutional needs with partner support.
