European support for advancing reforms in the home affairs sector

Cooperation with European partners remains a cornerstone of efforts to modernize the home affairs system and deliver safer, more professional, and citizen-focused services.

In this context, a Steering Committee meeting of the EU4Security Moldova project – implemented by the European Union Agency for Law Enforcement Training (CEPOL) and funded by the European Union – was held to review the results achieved in 2025 and outline the project’s next steps.

The Ministry of Internal Affairs is the project’s main beneficiary, with tangible results that directly strengthen institutional capacity. Among these is the inauguration and operationalization of the Police Cyber Lab, which enhances the rapid identification of digital threats, supports criminal investigations, and contributes to the prevention of cybercrime.

In addition, the LEEd platform, operational within the “Ștefan cel Mare” Academy, supports the continuous professional development of MIA staff by providing access to modern training tools and facilitating the exchange of best practices. At the same time, staff capacities in the field of personal data protection across the internal affairs system continue to be reinforced.

The project also supports the EMPACT National Contact Point, facilitating operational cooperation and information exchange in the fight against serious and organized crime. Furthermore, the capacities of the Passenger Information Unit (PIU) and open-source intelligence (OSINT) analysis are being enhanced, contributing to the prevention of security risks, including cross-border threats.

Another key achievement is the inauguration of the new headquarters of the Passenger Information Directorate, enabling real-time analysis of passenger data, supporting swift decision-making, and contributing to safer travel. The deployment of modern digital technologies further strengthens threat prevention and border security.

During the meeting, the Secretary of State of the Ministry of Internal Affairs, Alexandru Bejan, emphasized the importance of European support:

“The support of the European Union, provided through numerous programs and projects, is vital for the modernization of the Ministry of Internal Affairs and the advancement of our reform agenda. This solidarity not only strengthens our partnership, but also paves the way for a prosperous European future for all citizens of the Republic of Moldova”.

The results presented confirm that the EU4Security Moldova project contributes to aligning the Ministry of Internal Affairs with the EU acquis, particularly under Chapter 24 Justice, Freedom, and Security. It also supports the development of IT infrastructure, and the enhancement of professional training, with direct benefits for citizens’ safety.

Launched in 2023, the project has been extended until 2027 to ensure continuity and consolidate the progress achieved to date.
