Journalists and media organizations in the Republic of Moldova will benefit from a national framework dedicated to professional safety, introducing measures for prevention, protection, and response in cases of threats, intimidation, or attacks.
These measures are set out in the Journalist Safety Action Plan for 2026 – 2027, the first strategic document of its kind in the Republic of Moldova. The plan was signed today by Daniella Misail-Nichitin, Minister of Internal Affairs, Cristian Jardan, Minister of Culture, Vladislav Cojuhari, Minister of Justice, and Sergiu Russu, Deputy Prosecutor General.
The document establishes a set of measures aimed at strengthening the protection of journalists and the media sector, safeguarding press freedom and fostering a safer environment for journalists’ work.
The plan was developed by the signatory authorities in cooperation with civil society representatives. Some of the planned actions will be implemented in partnership with the Council of Europe and UNESCO.
The document is structured around three main objectives. The first focuses on aligning national legislation with European and international standards on journalist protection of journalists and media freedom. The second aims to strengthen the operational response framework and combat impunity in cases involving threats or attacks against journalists. To support this objective, the Plan provides for the designation of institutional contact points and the establishment of a focal group composed of representatives of public authorities and the Press Council, which will serve as an early warning and rapid response mechanism.
The third objective is focused on enhancing the resilience of journalists and media institutions by promoting self-protection mechanisms and strengthening cooperation between state institutions and civil society.
Through its implementation, the Plan will contribute to creating a safer environment for journalistic work by introducing clear mechanisms for prevention, reporting, and response in cases of threats or attacks against journalists.
