The newly inaugurated premises of the Passenger Information Unit (UIP) represents a strategic investment that enables rapid risk identification, faster decision-making by authorities, and safer travel for citizens.
At the same time, it provides modern working conditions and advanced digital technologies that support real-time analysis of passenger data. This contributes to the prevention of cross-border threats, the protection of national borders, and the maintenance of public order. Through this investment, Moldova is enhancing its capacity to anticipate national security risks, safeguard its borders, and ensure the safe and predictable movement of passengers.
“The inauguration of the Passenger Information Unit premises marks an important step in strengthening the country’s ability to anticipate risks and protect our citizens. We are investing in modern infrastructure, digital tools, and well-trained personnel so that decisions are based on accurate data and the response of authorities is rapid and well-coordinated, for the benefit of every Moldovan citizen,” said Minister of Internal Affairs Daniella Misail-Nichitin.
The Passenger Information Unit functions as a mechanism for collecting, analyzing and using passenger data, based on Advance Passenger Information (API) and Passenger Name Record (PNR) system.
The digital technologies in use enable rapid risk identification and real-time information analysis, supporting the prevention of cross-border threats and operational investigations conducted by relevant authorities.
To date, UIP specialists have analyzed tens of thousands of individuals, monitored the activities of approximately 30 airlines, and processed data on several million passengers and tens of thousands of flights. Based on the risk profiles developed, hundreds of control measures have been implemented.
These efforts have contributed to the investigation of transnational crimes and serious threats to state security, through cooperation with national authorities and data exchange with international security institutions.
The official inauguration ceremony was attended by Minister of Internal Affairs Daniella Misail-Nichitin, State Secretary of the Ministry of Internal Affairs, Diana Salcuțan, Head of the General Inspectorate of Border Police, Ruslan Galușca, Head of the International Organization for Migration Mission in Moldova, Ester Ruiz de Azua, and Head of the CT Travel Program of the UN Office of Counter-Terrorism, Christine Bradley, together with representatives of partner institutions.
The project was implemented with the support of international partners, in particular the International Organization for Migration (IOM) and the United Nations Office of Counter-Terrorism (UNOCT), underscoring the importance of international cooperation in ensuring citizen security and protection.
