Signing of the status of the EU partnership mission in Moldova agreement (SOMA)

The Agreement between the Republic of Moldova and the European Union on the Status of the European Union Partnership Mission in Moldova (EUPM) was signed on Friday, 29 September 2023, in Chișinău, by the High Representative of the European Union for Foreign Affairs and Security Policy, Josep Borrell, and the Minister of Internal Affairs of the Republic of Moldova, Adrian Efros, in the presence of the President of the Republic of Moldova, Maia Sandu. The Head of EUPM Moldova, Cosmin Dinescu, was in attendance.

The civilian mission, part of the EU’s Common Security and Defence Policy, aims to strengthen the Republic of Moldova’s capabilities in the field of crisis management and hybrid threats. This is an important step towards enabling the Mission to fully implement its mandate in enhancing the resilience of the security sector of the country, in cooperation with the authorities of the Republic of Moldova.

The EUPM Moldova has a substantial role in fighting the hybrid war and strengthening security in our country. In this regard, the Mission coordinates the efforts of international partners in the Republic of Moldova and provides support in the development of strategies and policies, in the identification of capacity building needs for early warning, detection and response to threats.

The signing of the Status of Mission Agreement (SOMA) officially establishes the legal status of the Mission in the Republic of Moldova, according to the Vienna Convention for diplomatic relations from 18 April 1961.

To be noted, the Ministry of Internal Affairs is currently receiving support from the Mission as strategic advice in crisis management.
